Compact the numbering of the dots.

Why

When deleting dots ( Top_Canc_Pall ), it is necessary to compact the numbering to avoid "holes". This command, in addition to updating the number in the dots, also sets the POS. attribute of the parts in question and updates the ballooning table if it has already been drawn. For these reasons, for drawings in which the table is very large, the command may be relatively slow.
